This year, the House has moved forward with several individual permitting reform measures, including its bipartisan NEPA overhaul – the SPEED Act – which passed on Dec. 18 with the support of 11 Democrats. While the House’s pieces may be sent to the Senate, lawmakers may choose to revise them, incorporate parts into a broader package, or scrap them altogether. Enacting comprehensive permitting reform will require 60 votes in the Senate, so additional concessions may be necessary.
